CSUSB names new associate vice president for human resources

SAN BERNARDINO, Calif. - Cal State San Bernardino has named Cesar Portillo as its new associate vice president for human resources.

Portillo, who currently served as vice president for human resources at Bellevue College in Bellevue, Wash., began his duties at CSUSB on June 24, said Robert Gardner, the university’s vice president for administration and finance.

Portillo had previously served in executive human resource positions at Highline Community College in Des Moines, Wash.; the University of Washington Office of the Dean of Medicine; and at San Diego State University.

Portillo has a bachelor’s degree in political science from the University of Texas-El Paso and an executive master of business administration from Seattle University. He also did post-graduate studies in psychology at San Diego State University.

The associate vice president for human resources is the university’s chief human resources officer and is a member of the senior management team for the division of administration and finance.

The associate vice president is responsible for planning, organizing and implementing a comprehensive human resources program that includes employment and compensation services, human resource information management, employee relations, employee training and development, benefits administration, workers compensation, the Americans with Disabilities Act, payroll administration and retirement consultation utilizing local, CSU and state-wide systems.

Portillo will take over from Karen Logue, who has served as interim associate vice president for human resources since December 2012 after the retirement of Dale West, who headed the department for 28 years, Gardner said.

“I want to thank Karen for her outstanding service. Her commitment to our university during the last several months is greatly appreciated,” Gardner said.
