Man Accused of Trying to Kidnap 10-Year-Old Girl, Caught Nude Masturbating by Railroad Tracks

A man was arrested Thursday and accused of trying to kidnap a 10-year-old girl from an apartment complex before he was caught naked and masturbating near railroad tracks in Rancho Cucamonga, according to the Sheriff's Department.

Deputies were seeking more information from anyone who has had contact with the man, identified as Richard Anthony Pacheco, 37, of Upland.

Law enforcement officers responded shortly after noon Aug. 1 to the complex in the 8800 block of Grove Avenue for a suspicious circumstances call.

When deputies arrived they were told a man, later identified as Pacheco, came into the leasing office and asked about renting an apartment, Rancho Cucamonga Station personnel said in a statement.

"Pacheco went into the bathroom and when he walked out they found a pair of women's undergarments on the ground," deputies said. "Pacheco left the office and made contact at a nearby apartment, where he displayed strange behavior and wouldn't let the tenant close the door."

Pacheco allegedly placed his hand on the door jamb and the tenant closed the door on his hand, causing Pacheco to walk away, deputies said.

"A short time later, Pacheco contacted a 10-year-old girl at a different apartment building in the complex," deputies said. "Pacheco attempted to talk to the girl and tried to lure her with candy. The girl refused and ran away."

Deputies searched for Pacheco and found him "hiding near the railroad tracks in the nude while masturbating," Rancho Cucamonga Station personnel said.

Pacheco cooperated with deputies at that point and he was taken into custody. He was booked at West Valley Detention Center on suspicion of attempted kidnapping, according to inmate records. He was held Friday on $125,000 bail.
