Loma Linda Council Votes 4-1 on $14.7M Affordable Senior Housing Proposal

The city council took the next step in a proposed disposition and development/affordable housing agreement with the Corporation for Better Housing and a limited partnership called '10846 Poplar Street L..P.'

The Loma Linda city council voted 4-1 Tuesday night on a proposed development agreement that could mean 50 low-income senior housing units on 2.5 acres on Poplar Street, near San Timoteo Creek.

The council's move forward is a step toward the proposed development, Assistant City Manager Konrad Bolowich said after Tuesday night's meeting.

If final approvals are granted and the project is built, it would cost an estimated $14.7 million, according to city staff.

According to a city staff report, the development/affordable housing agreement so far is with the Corporation for Better Housing and a limited partnership called '10846 Poplar Street L..P.'

The Loma Linda Redevelopment Agency has worked in the past to eliminate blight and encourage development of affordable housing by acquiring property along Poplar Street, according to city Housing Authority staff.

In 2006, the Corporation for Better Housing approached the Redevelopment Agency with a proposal for a three-phase development, which included a 44-units rental housing project. It was approved in March 2008, it has been built, and it's presently occupied.

The Corporation for Better Housing then approached the Redevelopment Agency with a proposal for development of a 120-unit rental housing project next to the 44-unit project. It has been built, with the assistance of San Bernardino County HOME funding.

The Corporation for Better Housing then approached the Redevelopment Agency with a proposal for development of a 152-unit rental housing project across the street and opposite the 44-unit and 120-unit projects.

The Loma Linda city council approved the project, but the 2011 Dissolution Act meant the end of the Loma Linda Redevelopment Agency. Housing assets of the redevelopment agency, including land on the west side of Poplar Street, went to the city Housing Authority.

In late 2011, San Bernardino County invited proposals for affordable housing project. The Corporation for Better Housing a proposal for a 50-unit affordable housing project for occupancy only by "Senior Citizen Households."

"The developer of the 50-unit housing project would be 10846 Poplar St., L.P., a California limited partnership established by CBH for development of this site," the Housing Authority staff report states.

Total development costs are estimated at $14.751,000.
